Palestinian Travel Documents

Palestinian holders of a Lebanese travel document can apply for a new travel document through the Embassy in The Hague or the relevant Honorary consulate.

General information:

  • The applicant’s presence at the Embassy to apply for a new travel document is compulsory.
  • No appointment is needed. Applications are processed on a walk-in basis.
  • The new biometric travel documents for Palestinian refugees in Lebanon are issued only in Lebanon for the first time, and they are not renewable. However, a request for a new travel document of the same type may be submitted to our consular service.
  • The time limit for obtaining a travel document is
  1.                   (a) at least three months if the request is transmitted to Lebanon via diplomatic pouch.
  2.                  (b) between two to four working weeks if the request is sent via the rapid postal service company DHL. This service is optional, and at the expense of the person concerned, who must carry out the necessary procedures by following the instructions found on the following link https://fasttracklb.dhl.com.

Travel document application for a Minor:

  • When submitting the request for a travel document for a minor, the presence of both parents is compulsory. A parental authorization must be signed on-site by both parents.
  • In the event of the parent’s death or one of them, the legal representative holder of a clear mandate will sign the travel authorization.
  • In the event of divorce, the authorization is signed by the person who has legal custody of the child. A justifying document issued by the competent court and legalized by the competent authorities is required.
  • If the parents or guardian, or representative are outside of the Netherlands, the travel authorization must be legalized by the Lebanese Embassy or Consulate accredited in the country where one of the parents is located; or by the competent notary of countries without Lebanese diplomatic representation, provided that the date of signature does not exceed three months.

Required documents:

  • The current travel document (original + photocopy).
  • The identity card of the Palestinian refugees in Lebanon (original + photocopy).
  • The UNRWA card (Original + photocopy).
  • Application form for a new travel document signed at the Embassy.
  • Valid residence card in the Netherlands (original + copy)
  • Three recent passport photos (not older than six months) in color on white background 4.3 x 3.5 cm.

Consular fees: 264 euros (5-year validity)

Application in case of loss of the travel document:

  • The person concerned should inform the local police and obtain a duly signed report explaining the circumstances of the loss of the travel document.
  • The applicant has the choice of either requesting a Laissez-passer to travel back to Lebanon or applying for a new Travel Document.

For a Laissez-passez application:

  • The identity card of the Palestinian refugees in Lebanon (original + photocopy).
  • The UNRWA card (original + photocopy).
  • Three recent passport photos (not older than 6 months) in color on white background 4.3 x 3.5 cm.
  • Residence card valid in The Netherlands if applicable (original + photocopy).
  • The report issued by the police concerning the loss of the passport.
  • A photocopy of the lost travel document (if possible).

Consular fees: 53 euros.
