Lebanese Travel Documents

Lebanese residents in the Netherlands can apply for a new passport through the Lebanese Embassy in the Hague or the relevant honorary consulate.

General Information:

  • The presence of the applicant at the Embassy is mandatory.
  • No appointment is needed. Passport applications are processed on a walk-in basis.
  • The deadline for obtaining a new biometric passport is as follows:
  1.  At least three months if the application is sent to Lebanon through the diplomatic pouch
  2.  Or between two and four weeks if the application is sent to Lebanon via the service company DHL fast postal service, https://fasttracklb.dhl.com/# – This service is optional and at the expense of the person concerned who must take the necessary steps.

Passport application for a Minor:

  • When submitting the request, the presence of both parents is compulsory. A parental authorization must be signed on-site by both parents.
  • In the event of the parent’s death, the legal representative will sign the travel authorization with a clear mandate in that regard.
  • In the event of divorce, the authorization is signed by the person with legal custody of the child. A justifying document issued by the competent court and legalized by the competent authorities is required.
  • If the parents or guardian, or representative are outside of the Netherlands, the travel authorization must be legalized by the Lebanese Embassy or Consulate accredited in the country where they are located; or by the competent notary public of the countries without Lebanese diplomatic representation, provided that the date of signature does not exceed three months.

Optical Lebanese Passport:

Following the decision of the Lebanese General Security:

The Lebanese missions abroad will not accept requests to replace or obtain passports of the 2003 Model as of 6/1/2023.

The Lebanese missions abroad can only renew once and for one year period the optical passport “Model 2003” to allow the holder of the passport to travel to Lebanon and apply for a biometric passport.

However, this measure does not apply to holders of “Model 2003” type passports under the age of fifteen or over sixty. They can still apply for a biometric passport to the diplomatic mission, even if they have not yet obtained a Lebanese biometric passport.

Lebanese citizens between the ages of 16 and 59, who have not yet obtained a biometric passport (i.e., those who hold Lebanese passports of the “Model 2003” type or any other earlier model or who have never received a Lebanese passport), must exclusively apply for a replacement or a new biometric passport to the General Security in Lebanon.

The Lebanese missions abroad continue to accept applications for biometric passports exclusively, provided that the concerned person has previously obtained a biometric passport in Lebanon.

Consular fees for a one-year validity extension: 53 €

Biometric Passport:

Required documents:

  • Lebanese identity card or a recent individual civil status extract اخراج قيد افرادي (original + photocopy).
  • Copy of the application form provided by the Embassy. The applicant must sign the form in person at the Embassy.
  • Three recent passport photos (not older than six months) in color on white background 4.3 x 3.5 cm.
  • Residence card valid in The Netherlands (original + photocopy).
  • The current Lebanese passport (original + photocopy).

Consular fees:

  • Five years validity passport (for those who are under 18 years): 254 €
  • Ten years validity passport (for adults): 528 €

Laissez- Passer for a “new born”

General information:

  • A laissez-passer can be issued for newborns once their birth is duly registered with the consular service of the Lebanese Embassy in the Hague or the relevant honorary consulate.
  • The presence of both parents is mandatory or of the legal representative with a clear mandate for this purpose.
  • Parental authorization must also be signed on site.
  • The Laissez-passer is only valid to travel to Lebanon.

Required document:

  • Child’s birth certificate (original + photocopy).
  • A Lebanese family civil registry record اخراج قيد عائلي prooving that the child’s registration was finalized in Lebanon. (if possible)
  • Three recent passport photos (not older than six months) in color on a 4.3 x 3.5 cm white background.
  • If applicable, a valid residence card in the Netherlands (original + photocopy).

Consular fees: 53 €

Application in case of “Loss of the Lebanese passport.”

General Information:

  • The person concerned must inform the local police in the Netherlands and obtain a police report explaining the circumstances of the loss of his passport.
  • The applicant can either request a Laissez-passer to return to Lebanon or submit an application for a new passport.
  • Please refer to the above section for required documents and procedures in case of a New Biometric or Optical passport.

Laissez-passer to return to Lebanon:

Required Documents:

  • A Lebanese identity card or a recent Individual civil registry record – اخراج قيد فردي
  • Copy of the form provided by the Embassy and duly completed by the applicant in person at the Embassy.
  • A copy of the lost Lebanese passport (if possible).
  • The original police report regarding the loss of the passport (original + photocopy).
  • Three recent passport photos (not older than six months) in color are on a 4.3 x 3.5 cm white background.
  • If applicable, a valid residence card in the Netherlands (original + photocopy).

Consular fees for laisser-passer: 53 €
